Hello,

In this issue

MGMA releases proposed 2010 Medicare physician fee schedule analysis, available only to members

The Medical Group Management Association (MGMA) has completed its analysis of the 2010 Medicare physician fee schedule and is making it available only to members at mgma.com . The proposed fee schedule includes provisions that would, among other things:

  • Significantly alter the practice expense relative value units for many covered services
  • Increase the equipment usage assumption for equipment costing more than $1 million
  • Shift responsibility from the patient to the Medicare program for co-payments for covered outpatient mental health services
  • Add a group practice reporting option to both the Physician Quality Reporting Initiative and the E-Prescribing Incentive Program
  • Begin implementation of the congressionally-mandated requirement that suppliers of advanced diagnostic imaging services become accredited

Revised House health care reform bill introduced

Three House of Representative majority chairmen from committees with jurisdiction over health care issues released revised legislation to address health care reform and a section-by-section analysis. Legislators introduced a draft version of this bill on June 19; the revised version reflects policy changes made after legislative hearings in late June. If enacted into law the bill would:

  • Establish a national health insurance exchange
  • Mandate individual coverage and employer contributions to health insurance coverage
  • Create a public-option insurance plan
  • Rebase the accumulated debt created by Medicare’s flawed physician payment policy
  • Set 2010 physician payment to the Medicare Economic Index
  • Establish two new expenditure targets in 2011, one for primary and preventive health services and the other for all other providers

MGMA will continue to analyze the legislation’s affect on medical group practices. Find updates in this newsletter, including how you can get involved in grassroots advocacy.

New Medicare interest rate released

Effective July 17, the interest rate for Medicare overpayments and underpayments will increase to 11.25 percent, a .25 percent increase. The Department of Treasury and the Department of Health and Human Services made this announcement on July 10, its fourth notification for fiscal year 2009.
